Working through the establishment of a new corporate headquarters while navigating cost effectiveness, feasibility, as well as historical preservation, required careful analysis and planning to achieve the desired result for a parking solution.

CHALLENGE

OSF HealthCare was establishing a new corporate headquarters location in downtown Peoria, IL. Part of the project involved renovating an existing 80-year-old parking deck that supported the building but also needed serious attention due to structural deficiencies. The client’s goal was to create a combined public and private parking area for the headquarters and attached commercial space. At issue was the parking garage’s landmark status as one of the oldest parking decks in the state of Illinois and one of the earliest examples of a helical ramp. 

SOLUTION

As Program Manager, Pointcore conducted a thorough evaluation of multiple options to determine the best path forward, focusing on the total impact on the owner’s budget and long-term value. Various approaches for the garage were explored, including demolition, replacement, reinforcement of the existing OSF Ministry Headquarters building, repurposing the lot post-demolition, and renovation of the structure. The Program Manager guided OSF through a thorough analysis that analyzed construction costs as well as broader financial implications, such as design fees, tax credits, potential revenue, cost avoidance, public relations impact, and overall beneficial use. This comprehensive analysis provided OSF with the information needed to make an informed decision that would maximize value while meeting project goals. The renovation of the existing garage emerged as the optimal “total” solution for the project. Although the construction costs of renovating the garage were similar to those of a full replacement, this approach offered several distinct advantages. It eliminated the need to reinforce the existing OSF Ministry Headquarters building, provided essential parking for both OSF and the restaurant tenant, and generated additional revenue through public parking. 

Pointcore, as Program Manager, evaluated multiple options for the OSF Ministry Headquarters garage, considering construction costs, design fees, tax credits, revenue, cost avoidance, and public relations impact. After reviewing options like demolition, replacement, and building reinforcement, the garage renovation was chosen. While its costs were similar to a full replacement, the renovation avoided building reinforcement, provided essential parking for OSF and the restaurant tenant, and generated additional public parking revenue. 

Pointcore’s ability to view the project from the collaborative vantage points of the builder, the owner, and those overseeing historical preservation offered unique insights that ultimately served the Client and project well. Furthermore, the project team’s expert renovation preserved a landmark building and leveraged tax credits, elements that were important to OSF HealthCare. 

RESULTS

With Pointcore managing construction, the project was an outstanding success. As it stands today, the parking deck consists of 124,937 combined square feet with 235 parking spaces. There are 32 reserved spaces for Client employees as well as handicap-accessible spaces and the parking deck and pavilion meet current ADA requirements. The pavilion space combines a public and Client secure side with a total of 10,018 square feet, and the pavilion provides elevator service to all levels. With secure access into the Ministry Headquarters, employees rely on the parking deck for safe and convenient parking.
